This award is given to those individuals who have contributed significantly to the prosperity of America, its values and global peace or have done important work in the public or private sector. Argentine soccer player Lionel Messi was not personally present at the White House to receive the award due to pre-scheduled events. “This is my last opportunity as president to honor extraordinary people with the nation’s highest civilian honor,” Biden said during the ceremony held in the East Room of the White House.
