Engineer License: Until now, only professionals like Chartered Accountants (CA) and doctors needed a license or registration to work. But now this rule will also apply to engineers. The All India Council for Technical Education (AICTE) is preparing to introduce major legislation to organize the engineering profession in the country. Once the “Professional Engineers Bill 2025” is passed, it will be mandatory for engineers to obtain a national license before starting work.

This will ensure quality of engineering and accountability for work. This new rule basically means that if you are doing construction or any major technical project, you will have to have a license. To oversee this entire process, the government will set up a new and powerful body, the Indian Council of Professional Engineers (IPEC). IPEC will act like Bar Council for lawyers or NMC for doctors. It aims to strengthen engineering standards.

Why is a license important for engineers?

This AICTE Bill has been introduced primarily to ensure quality of engineering education in the country and accountability in the construction process. This bill was proposed by the former director of IIT Madras M.S. was prepared by an expert committee headed by Anant.

Objective: This law will increase transparency in the work of engineers and make them accountable for the quality of their projects.

Mandatory for whom: This license will be mandatory for all engineers who work on construction or other technical projects.

Exemptions: Engineers engaged only in teaching or research will not require this license.

IPEC: ‘Bar Council’ of Engineers

A 27-member Indian Council of Professional Engineers (IPEC) will be formed to oversee the entire licensing and registration process. IPEC will register engineers across the country and issue licenses to practice. IPEC will be governed by a 12-member ‘Board of Governors’, headed by a seasoned professional with 25 years of experience. This organization will provide a unified identity to the engineering profession, as CAs and doctors already have.

A relief will be given to the existing engineers

AICTE will not implement this change suddenly. Engineers who are already working will be given 5 to 10 years to register under the new law. This will enable lakhs of engineers graduating from more than 5,800 engineering colleges to be easily integrated into the new system without disrupting their work. This step is a major step towards bringing India’s engineering sector in line with global standards.
