How to Sync Operator in Aadhaar CELC App

This training post provides a very simple, step-by-step guide for operators to successfully log in and sync their accounts on their assigned Android tablets.

Phase 1: Initial Operator Login

Step 1: Open the App and Enter Details

Open the CELC application on your tablet. On the first screen (“ADD OPERATOR”), fill in your basic details carefully:

  • Operator Name: Type your full registered name.

  • Operator Aadhaar: Enter your 12-digit Aadhaar Number. Make sure there are no typing mistakes.

  • Operator User Code: Enter your unique operator ID assigned to your district.

Step 2: Fingerprint Login (Biometric Authentication)

  • Tap the green “Authenticate” button in the middle of the screen.

  • A message will pop up saying, “Place any finger on scanner”.

  • Place your finger firmly on the connected fingerprint scanner (Mantra device).

  • Wait for the screen to show “Capture Success”, and then tap OK to log in to the app.

Phase 2: Completing the Operator Sync

Step 3: Go to Settings

  • After logging in, you will see the main dashboard with different icons (like Enrolment, Operator, Upload, etc.).

  • Find and tap on the SETTINGS icon (it looks like a gear).

Step 4: Start the Sync Process

  • Inside the Settings menu, tap the “OPERATOR SYNC” icon.

  • Note: The app might ask you to scan your fingerprint one more time to verify it is really you.

Step 5: Fill in Your Center Details

You will now see a form called “Operator Center Sync”. Fill in your specific work location details exactly as you do in the standard ECMP software:

  • Registrar & Enrolment Agency: Choose the correct state department from the drop-down list.

  • Station ID & Centre Name: Type your official Station ID and the name of your center.

  • Location: Fill in your Village/Town, Sub District, District (e.g., Patiala), State, and PIN Code.

  • Double-check that your Name, Operator ID, and Aadhaar Number at the bottom are correct.

Step 6: Final Verification (OTP & Fingerprint)

  • After checking the form, tap OK.

  • A final security box will appear.

  • Enter the OTP (One-Time Password) sent to your registered mobile number.

  • Tap Authenticate to scan your fingerprint one last time.

  • Once both the OTP and fingerprint are accepted, your sync is 100% complete!

⚠️ Important Administrative Rules

  • Software Updates: Please remember that all Aadhaar software updates must be coordinated directly with the central government/UIDAI. Do not try to update the CELC app on your own.

  • Hardware Check: Make sure your fingerprint scanner is clean and properly plugged into the tablet before starting.
