Strange administrative changes are being witnessed in Himachal Pradesh. The latest case is that of Solan district, where the Sukhu government promoted four lawmen and appointed them as Naib Tehsildars after their retirement. Importantly, all these laws were retired last year, and this surprising order has now been issued.

According to information, Kanungo Prem Chand retired on April 30, 2025. Similarly Sarwan Singh retired on 31 May 2025, Dhani Singh on 30 April 2025 and Vijay Kant on 30 April 2025. All these officials are said to be from Solan district. The notification said that these promotions were made on the basis of the recommendation of the Departmental Promotion Committee and in consultation with the State Public Service Commission. The comments also stated that a letter in this regard was received in May 2025, and this was the basis for the promotion.
On appointment as Naib Tehsildars, the four ex-Kanungos will get a pay-matrix salary of ₹43,000-₹1.36,000. Apart from these four Kanungos, 16 other serving Kanungos have also been promoted as Naib Tehsildars. Importantly, this decision is now being questioned. The most important question is: On what basis were these officers promoted after retirement, when they retired a year ago? Will this increase their pension and retirement benefits? There is a debate going on within the department about this decision.
It is to be noted that the Sukhu government of Himachal Pradesh is continuously extending service to the retired employees. Patwaris, Kanungos and Tehsildars have been redeployed in the Revenue Department.
